“What Do You Mean “Reboot” Anyway?

Early this morning, Thursday, April 6, 2023, I created a new blog – "Reboot PH Agriculture! – and uploaded my first essay: “Reboot! Agriculture Is The Economy’s Backbone, We Can’t Afford To Keep Neglecting It – We Need The Right Man To Reboot & Mind It To Good Growth” (rebootphagriculture.blogspot.com). Why did I do “Reboot,” new essay and new website? Because it suddenly occurred to me that my country’s Department of Agriculture (DA) is a working/non-working system needing to “Reset. Refocus. Restart.”

After blogging some 10,000 essays (yes, 10K) since 2000, it is only now, 2023, that I realize Agriculture is a system, not unlike Windows 10 that I am using right now with my old Lenovo PC (that I bought 13 September 2011 as a birthday gift to myself at 71, Sept 17).

2023, I am still using my 12-year old Lenovo and 18-year old Windows 10. Why am I using “Win 10” and not yet “Win 11”? Lack of readiness to shift from old to new, more than lack of money.

What about PH Agriculture? Is PH Agriculture ready to reboot? Like my Lenovo, it has been waiting to be rebooted for years!

What exactly do I mean by the word reboot? Vocabulary lesson:
reboot, revive, renew, resuscitate

The American Heritage Dictionary (thefreedictionary.com) defines for me reboot:

Verb
1. To turn (a computer's operating system) off and then on again; restart.
2. To bring back (an earlier film or television show), usually with a new cast and updated script.

Noun
1. The act or an instance of rebooting a computer's operating system.
2. A film or television show that is a remake of an earlier production, typically with a different or refreshed viewpoint.

Merriam Webster (merriam-webster.com) says: to shut down and restart (a computer or program).

Computer Hope (computerhope.com) says:

A reboot is restarting a working computer using hardware (e.g., a power button) instead of software. Rebooting is sometimes necessary after installing a software program, installing operating system updates, to recover from an error, or re-initialize drivers or hardware devices.

So! A computer reboot is a complicated matter, right? Now, when I wrote earlier, “Reboot PH Agriculture!” (rebootphagriculture.blogspot.com), I meant that PH Agriculture needs fundamental changes – first of all, in defining its Vision and Mission. Unfortunately, the Department of Agriculture (DA) has none of the above.

Why? Because the headship of the current DA and the past DA – except with Secretary William Dar (August 2019 to June 2022) – do not and did not have what are called Vision and Mission.

To reboot the DA, we need Mr Dar and his “New Thinking for Agriculture” that he brought in as Secretary in 2019.

Mr Dar had 3 years with The New Thinking – 36 months were not enough. As programmed, the DA’s new operating system (New OS) is so complicated and vast that it needs probably 7 years to introduce new applications, update the old ones, and defrag the whole hard disk. With him as head and the New OS, we have high hopes for PH Agriculture!@517
